Not injecting time pulses ever (no udpates) so how would it work?

As mentioned in your other thread: Have you looked into the application template code? It shows exactly what to do, all in one file of code.

I dumped all *_d.dll files from the dependency folder into my exe folder, and now it works. in CEGUI 0.X we use bilinear filtering for up and downscaling. For 1.X we will use trilinear filtering so that downscaling won't get blurry anymore. I assume your issue lies with downscaling? Set the window's eventset to be muted if you don't want the callback to be fired:

The Window is the Eventset itself, so just call it on it.
