Dragging a Button

I'm trying to create a hotkey bar. What I can't seem to get working is setting up a button that can be dragged, dropped upon and behaves like a button. Each button is a DragWindow (also doubles as a drop target) containing a PushButton. However only one of the two controls ever seems to work properly. Which one depends upon which widgets have mouse pass through true. Has anyone setup anything like this?
