MMORPG GUI - Size of the UI

I have something in mind for an MMORPG GUI to plug into OGRE. After seeing the screenshots of the demo's, is it possible to make ANY size window, buttons etc.. basically whatever you can imagine and generate in PSP/Photoshop and convert to a .tga or whatever.

Are we limited to screen resolutions in game ?
Do all the UI elements such as sliders, buttons, fonts have to be that chunky as shown in the demo. I wanted something along the lines of EQ2 or Dark Age of Camelot UI's where they are like the ss below.

Intersections are all calculated using rectangles, apart from this the system can do anything you want.

The system can easily replicate everything in that screenshot with a little work.
