After I posted some bugs and fixes about the CEGUI Screen Layout editor, I noticed that scriptkid went and created a Wiki to track bugs and suggestions. This really is not an ideal way to track these items.
I would suggest CEGUI and The Layout Editor (or any project really) use a bug tracking system. We use and highly recommend Mantis. It's simple to use, free and very powerful. AND, you can link it with CVS. Users can register accounts (if enabled) and create bugs/suggestions and add comments to existing bugs. You can link bugs, reference other bugs, etc. Mantis supports versioning so bugs will (should) be reported and tracked under of correct product version. There are pre-defined reports. Mantis uses a database as the backend (MySQL and Postgre) and is written in PHP.
I find Mantis way more intuitive than other bug trackers (like Bugzilla). Anyway, just a suggestion.

Scriptkid can track the issues any way he likes. Sourceforge has trackers for such issues, and we already have a bug tracker for the main cegui project, while I aknowledge that this is quite lame, hardly anybody uses it anyway (meaning neither the devs or library users).

I also took a second glance at the bugtracker; I thought it required an SF login, but you may post anonymous. To me that seems the quickest and most integrated option then...

I'd second that recommendation of mantis. I wanted to set up a bug tracking system for games I make, and I chose mantis.
It was quick, easy to set up, easy to use, and had all the functionality that you'd need. It can have different groups of users, and anon access for browsing the database. If you want to know what it looks like, here's it working in action:
