vc8 dependencies

Hi all,

msvc8 has the (evil?) manifest thing which I know almost nothing about.

* Is this problematic for anyone?
* Should the manifests be embedded or not?

In other words, how should I go about the manifest stuff to ensure that the most of us can use it without trouble.

We will be doing a new RC "soon" and a new deps package will follow with that so...
