Listbox bug?

Maybe this is a bug. It seems pretty reproducible, at least for me. I've got a Listbox sitting on a frame window. When I click the last item in the Listbox (selecting it), then drag down to the empty space below the last item (still holding down the mouse button), release, then click somewhere outside the Listbox on the form, then try to click another item in the Listbox besides the selected one it doesn't work. I have to click on the selected item before it will let me select another item again.

Edit: Actually, it looks like you can't just click anywhere outside the Listbox to reproduce the bug. I've got a tab control sitting on the same form as the Listbox, and when I click somewhere on the tab control I can reproduce the bug every time. Clicking directly on the form the Listbox is sitting on doesn't produce the bug.
