StaticText drawing of the frame of windows.

We are working on creating our own look and feel based on the TaharezLook but are having problems with static text windows rendering over the frame of windows. To give an example I have a TabControl window with a ScrollablePane inside of it with a whole bunch of RadioButtons and StaticTexts inside of the ScrollablePane. When the StaticTexts scroll to the bottom of the window the border of the TabControl is overwritten by the background color of the StaticText. Does anyone know what we might have done that would cause this to happen?
