Everyone can contribute to CEGUI! Many people commit patches, we get new code tutorials and examples to include in releases by people that wants to share their experiences and help newcomers, some make new widgets or entire sub-systems, while others shares their GUI themes and skins

However, you don't have to be an experienced coder to contribute to CEGUI. We have many small items on our wish list we would love to get help with!
